The festival was founded in 1961. Until 1974, with the exception of 1965, when a one-time Balkan cinema festival is organized, is held every year. The first edition includes movies, documentary, science and animation films. Special Jury gives awards for: Best Feature Film, Best Screenplay, Directing, Cinematography, Best Female and Male Actors, and more. In 1990, the festival once moved to Sofia, and in 1994 it returned to Varna. By 1971, Golden Rose Festival was an annual festival.
